Step 1
Record an obligation
An obligation names one permit, one parameter and one reporting period. It is recorded against a permit that has been checked with EPA — if you have not done that yet, start on the onboarding page.

Step 2
Retire credits against it
A credit can only be retired against an obligation in the same trading area, for the same parameter, generated inside the same period. A credit that fails any of those is refused, and the refusal says which.
